Project overview
50 municipalities across Brazil are part of this initiative to strengthen their local climate diagnostics and action planning.
This initiative is backed by the federal government (Ministry of Environment and Climate Change, Ministry of Cities), international networks (C40 Cities, Global Covenant of Mayors, CDP), and local partners (ICARE Brasil, ICLEI South America, National Front of Mayors).
Together, they form a consortium committed to aligning local climate action with Brazil's national commitments and leveraging best practices from global climate networks.
The Climate Action Planning Scaling Methodology used in this project provides cities with standardized processes and tools to conduct greenhouse gas inventories, perform climate risk and vulnerability assessments, and develop actionable mitigation and adaptation plans.
By bringing together cities, national government, and global networks under a shared framework, this initiative demonstrates how coordinated climate action can be both ambitious and replicable.

This national initiative aims to
- Support 50 Brazilian cities in developing foundational climate diagnostics (GHG inventories, climate risk and vulnerability assessments)
- Align local action with Brazil's Nationally Determined Contributions (NDCs) and National Adaptation Plan (NAP)
- Leverage global networks like the Global Covenant of Mayors (GCoM) and C40 Cities
- Build municipal capacity for data-driven decision-making on mitigation and adaptation
- Provide cities with replicable, open-source tools (CityCatalyst platform) to continue long-term climate planning

This platform offers access to structured, city-level climate information
- Greenhouse gas inventories using SEEG (Greenhouse Gas Emissions and Removals Estimation System) data and city-specific activity datasets
- Climate risk and vulnerability assessments informed by AdaptaBrasil—Brazil's national adaptation platform—and other authoritative sources
- Prioritized mitigation and adaptation actions tailored to each city's unique emissions profile and climate risks
- Preliminary financial feasibility assessments to guide project scope and financing strategies
Each city receives a comprehensive diagnostic package, positioning them to advance from planning to implementation with confidence.

Cities are on the frontlines of climate change—and are key to solving it. In Brazil, municipalities collectively generate 76% of the country's GDP and house the majority of its population. Their emissions, infrastructure, and governance decisions directly shape Brazil's ability to meet its national climate commitments under the Paris Agreement.
By providing cities with the tools, data, and support to conduct rigorous climate diagnostics, this initiative ensures that local action is aligned with—and contributes to—Brazil's national goals. It also positions Brazilian cities as leaders within the global CHAMP framework, demonstrating how national governments and cities can work together to scale climate action effectively.
