This methodology has been developed jointly by C40 Cities, the Global Covenant of Mayors (GCoM), CDP, and implementation partners I Care Brasil, Brisa Soluções Ambientais, and the Open Earth Foundation. It outlines the full technical and engagement approach used to deliver the program "Scaling high-impact mitigation and adaptation actions in Brazilian cities on the way to COP30."

The methodology provides a replicable, open-source framework for identifying, assessing, and prioritizing local climate action across cities—while also offering a detailed methodology tailored to the Brazilian context. It serves as a reference model for future implementations across other CHAMP countries, ensuring alignment with national commitments and global climate goals.

All methodologies, tools, and codebases are developed using open-source infrastructure, ensuring transparency, adaptability, and reusability by other cities, partners, and national governments.

This document includes:

  • Multilevel project governance structure and engagement strategy to identify and onboard cities.
  • Methodologies for generating GHG emissions inventories, using public datasets (e.g., SEEG) and the GPC framework via the AI-powered CityCatalyst platform.
  • Methodologies for climate risk and vulnerability assessments, leveraging national platforms such as AdaptaBrasil, and aligned with C40/GCoM guidance.
  • Structured prioritization process for high-impact mitigation and adaptation actions, aligned with Brazil's NDC and NAP.
  • Climate finance matching methodology, linking actions to potential funding sources and investment pipelines.
  • Monitoring, evaluation, and reporting (MER) framework, aligned with the GCoM Common Reporting Framework.
  • Open-source code repositories, GitHub links, and documentation supporting automation, transparency, and platform scalability.
  • Guidance for scaling the methodology to additional cities and CHAMP countries.
